Publishing rule

Research should arrive with enough context to be useful.

Each published item should carry an author or institutional owner, publication date, category, concise abstract, download or reading route where relevant, and the evidence needed to distinguish research from commentary or event material. High-impact statistics and governance information should pass a review step before publication.
